There are four priorities guiding this gap analysis. First is the synthesis of existing practices, and the understanding and comparison of frameworks that exist in various northern regions. Second is the identification of best practices and missing links. Third is the identification of barriers to effective assessments, and fourth is the identification of a possible circumpolar impact assessment framework.
